Steven A. Starphase, fully known as Steven Alan Starphase, is Libra's second-in-command and a shady man with many connections.
Overview[]
Steven A. Starphase is Libra's second-in-command is usually partnered with Klaus Von Reinherz or K.K. during missions. He often operates as Libra's intelligence officer as well and has his own team of investigators who help him crackdown leads and clues pertaining to a specific target that Libra is searching for. Because of this, Steven also has close ties with Chain Sumeragi and the Werewolf Bureau.
Not much is known of his background other than he is often depicted as a paranoid and wary individual but hides it beneath a suave and charming exterior. He states that when it comes to his origins he would rather not disclose such information even to his closest Libra members. Nonetheless, he is proficient in dealing with dangerous threats and efficient in finding elusive terrorists that threaten the safety of Chicago and its people.
Appearance[]
Steven is depicted as a tall man with short black hair and a thin scar running down the left side of his face. He typically wears a dark grey suit, blue shirt and a yellow tie. His shoes are accustomed to use his blood-techniques, with a pointed metal-like cross on the right, multiple small square crosses on the left, similar to the cross on Klaus' knuckleduster.
Personality[]
Seemingly laid back, he gives off an air of a suave businessman, always with a quip or sardonic comment to make about the situation. However, Steven also harbors a dark side that very few members of Libra are aware of which involves him dealing with 'problems' more quickly but unethically compared to Klaus's more pacifistic methods. He was also confident of his ability to negotiate, though he knew that this talent had its limits. When either he or his closest friends are threatened, Steven reveals his darker and sadistic nature that can induce fear even in hardened Alterworld criminals. His suave and outgoing personality disappears, instead becoming cold and threatening while promising a fate worse than death to his enemies. Given that he is a businessman, he has many connections, and always puts such connections to good use.
Because of his ruthless nature and position as a businessman, Steven is a very pragmatic individual always taking the quickest, most efficient way out of a problem commenting to Klaus that he would simply "cut the wire" when given the scenario of laying on barbed wire to let others cross it. This behavior and comfortability with a grey morality to protect people (similarly to John Constantine) would put him at odds with Klaus, leading to moments of bickering and argument in how to protect people to the point where Steven keeps his more violent methods of dealing with villainous individuals under wraps from Klaus.
Even so, Steven could also be a reliable friend, and occasionally showed affection toward his teammates. Hence, he was one of the members of Libra who encouraged Leonardo Watch to embrace the Eyes of God as a blessing rather than a curse, and trusted him to make good use of its powers. He is very confident in Klaus's abilities as a leader and fighter, never having to doubt him in the way he leads Libra. Steven, like most of the other Libra members, comically does not pay any mind to Zapp's unfortunate circumstances when he is bodied by Chain or Klaus. He also displayed fondness towards his maid and her cooking to the point where he was upset that he would have to splatter the blood of his former 'friends' all over the furniture that she cleaned only hours ago. He also cares greatly for his employees as he was alarmed that Anya was not picking up her phone when she was trapped in Libra's headquarters.
