The Federal Bureau of Control (FBC), also known as the Foundation of Control, or simply The Bureau or The Foundation, is a clandestine secret organization tasked with the containment, study, and control of paranatural phenomena which ranges from individuals to entities, locations, and events.
Overview[]
The FBC is an organization entrusted by governments around the globe to contain and study anomalous individuals, entities, locations, objects, and phenomena operating outside the bounds of natural law. If left uncontained, the objects would pose a direct threat to human life and humanity's perceptions of reality and normalcy. It is unknown when exactly the Federal Bureau for Control was founded but they were around during the 1910s when fighting the Molluscs, and the Board, the ruling body of the FBC as a whole, cryptically states that this organization has been here for a "very" long time.
The existence of the anomalies is withheld from the public to prevent mass panic and to allow human civilization to function normally, with very few secret organizations that confront the supernatural knowing of the FBC's existence. When an anomaly is discovered, the FBC deploys agents either to collect and transport the Altered to a facility, or to contain it at its location of discovery if transport is not possible. Once the anomalies are contained, they are studied by the bureau's scientists.
Next to the Global Occult Coalition they are the most powerful paranormal agency on Earth with many connections to other powerful supernatural organizations. Due to their line work and influence over many powerful agencies, they also officially do not exist. Furthermore, where the Coalition are seen as the "police" of the paranatural world, the Foundation are the "jailers".
Description[]
The FBC is an agency responsible for investigating "paranatural" phenomena - objects, places, beings, or elements which violate the known laws of reality and exist outside of conventional scientific understanding. The existence of said phenomena is not publicly known, as the FBC engages in elaborate cover-ups to prevent knowledge of said phenomena from spreading. The FBC's ostensible objective is to protect the United States and the world from paranatural forces via containment, study, and ultimately control.
It is shown that the FBC's jurisdiction extends beyond U.S. borders even if other nations have equivalent paranatural investigation agencies; As per their primary goal, the FBC seeks out paranatural phenomena across the country and the world, studying them and attempting to contain them to the best of their abilities. Among the phenomena investigated by the FBC are Altered World Events (AWEs), wherein the laws of reality are violated by forces seemingly originating from alternate dimensions. Ordinary objects can be affected by paranatural forces, and are referred to as Altered Items and contained by the FBC. Certain Altered Items called Objects of Power are capable of causing AWEs and can even bestow paranatural powers to individuals making them Altered Individuals. AIs can also already possess paranatural abilities with no known source of how or where they acquired such power.
The FBC is a scientific organization that seeks an understanding of paranatural phenomena through objective, empirical research. However, these methodologies may not always apply, as paranatural phenomena seem to gravitate to the human mind and thus tend to be highly subjective and ambiguous. Additionally, the nature of the paranatural to defy physics and even logic suggests these forces may not be comprehensible or controllable. Nonetheless, the FBC focuses its efforts on control of these forces, developing rituals and studying Altered Items and Objects of Power with the intent of learning to control unexplainable forces.
