The Dark Knight Initiative is a top-secret project that was created by the Global Occult Coalition before finally being wholly approved by the United Nations. This Initiative involves a collection of supernatural or enhanced beings to defend Earth from imminent global threats; these individuals functioning as a response team to said threats that are too great for the forces of mankind to handle.
Description
The candidates of the project range from vampires to werebeasts, demons, shapeshifters, homunculi, elementals, ghosts, witches, dragons or even divine beings like a deity or an angel; although the last two are very rare and usually it is a demigod instead of a full deity. The candidates themselves are already under the employment of other paranormal organizations that use them as their weapons to combat the forces of darkness, but thus are signed on by the project to combat a threat as one unit.
The Initiative was named after the demon Sparda, who possesses the title of "The Legendary Dark Knight", due to him single-handedly fighting and defeating the armies of Hell, its generals, and finally its Emperor. It was likely named after him in honor of his brave heroics and thankless missions to protect the human race and thus it was made to continue the mission in his name while also defending the humans in the name of God as well.
There are other inspirations behind the Initiative, one of which includes an event known as the Deathless War, archived in ancient texts that describe it as a war which united the supernatural and mankind against a common foe. Another was during World War II when the GOC's predecessor, the Office of Strategic Reserve which consisted of Hellsing, the Silver Cross, and the B. P. R. D. would collude with one another in stopping the Ahnenerbe from reshaping the world using occult means. The Initiative was successful to the point where the joined organizations have actively stopped many world-threatening entities, genocidal mad men, malevolent societies, and even dark eldritch gods together.
Overview
During Mustang's days working in the GOC, he noticed that the great scope of enemies only widened as the years went by, specifically with how many of the independent paramilitary organizations that destroy the forces of darkness have engaged against powerful enemies which threatened large populous locations or even certain regions of the world. Because of this, Mustang refocused his efforts over the next fifteen years to organize the Dark Knight Initiative, with Mustang's true intentions were to bring together any other powerful individuals to assist the GOC with protecting the Earth from K-Class scenarios.
Despite some more considerable reluctance from the World Security Council who had not believed in his theories, Mustang had still continued his efforts which were proven right upon their observing of the collaboration between the Hellsing Organization, the Order of the Silver Cross, and Devil May Cry into taking down the Scarlet Brood and defeating Absalom in London. In addition, after witnessing several successful attempts at thwarting the Illuminati's plans to release Lucifer from his tomb by these organizations, despite the fact that they failed in the end, as well as their capabilities when working together, the GOC director advised the president to initiate the Dark Knight project where it would be best suited if they would truly work together as a single joined unit to which the president agreed to.
The Initiative was in discussion during a private meeting between George Sears, the President of the United States of America, Roy Mustang, and the various leaders of secret paranormal organizations like Devil May Cry, the Order of the Silver Cross, the Hellsing Organization, Libra, the B.P.R.D., and the Nightstalkers. Other solo members would become part of the Initiative like John Constantine, Johnny Blaze, and William Blazkowicz. This was around the time when the Shepherd publicly revealed that the pieces are in motion to bring about the Apocalypse and establish a New World Order in its wake with the rise of Lucifer. The secret organizations that employ their supernatural soldiers would come in together as one unit in order to defeat a threat that is far too great for them to handle alone.
However, the GOC, while having sponsored and created the initiative, does not have the exact full control over the project as the directors of the organizations would only sign to the project if the leaders of the world would allow them the freedom to implant their strategies and own plans without the government's interference and have command over their forces to avoid casualties and a fail in strategic plans. Furthermore, the initiative allows the participating organizations to operate in their continued secrecy.
